Louisiana Regular Session of the Legislature 2012 saw a number of bills which were of interest to bicyclists. Unfortunately, little was gained by the effort... maybe next year. Here is a summary of what we followed on the facebook group "Bikewatch 2012".
SB168 TRAFFIC: Provide other penalties for various traffic violations. Passed by the Senate. Sent to House and submitted to Committee on Administration of Criminal Justice, and deferred in committee.
HB1009 TRAFFIC: Provides relative to bicycles. Substitute bill HB1193 was adopted on House Floor.
HB1193 TRAFFIC: Provides relative to bicycles. Approved by House Committee on Transportation, Highways, and Public Works , but failed final passage on House Floor, yeas 40, nays 50
HB 865 PUBLIC TRANSPORT/MASS TR: Relative to the Capital Area Transit System, to provide for membership, qualifications, procedure for appointment, appointment of new members, and powers and duties of the board of commissioners. Passed by House and Senate, sent to the Governor. Vetoed.
HB981 TRANSPORTATION: Requires the implementation of a complete streets plan. Introduced in the House. Discharged from the Committee on Transportation, Highways, and Public Works. Ultimately, withdrawn from the files of the House.
HB902 TRAFFIC: Revises failure to yield penalty provisions. Referred to the Committee on Transportation, Highways, and Public Works, but no further action taken.
HB886 TRAFFIC: Provides for penalties for texting while driving. Referred to the Committee on Transportation, Highways, and Public Works, but no further action taken.
HB787 MOTOR VEHICLES: Prohibits the use of handheld cell phones while driving. Approved by the Committee on Transportation, Highways, and Public Works. Subject to call for House final passage, but no further action taken.
HB700 DWI: Provides relative to hardship licenses. Approved by the Committee on Transportation, Highways, and Public Works. Subject to call for House Final Passage, but no further action taken.
HB695 MOTOR VEHICLES: Prohibits the use of a cellular telephone while driving. Passed by the House and sent to the Senate. Considered by the Senate Committee on Transportation, Highways and Public Works. No further action taken.
HB 530 TRANSPORTATION: Requires the implementation of a Complete Streets plan. Referred and scheduled for hearing by the Committee on Transportation, Highways, and Public Works. No further action taken.
